With extensive experience in low- and middle-income countries, including fragile and conflict-affected settings, we work across policy, systems, and communities to ensure strategies translate into meaningful, lasting impact.

Since our establishment in the Netherlands in 2019, we have been committed to deepening our relevance, quality, and impact. Our core English- and French-speaking team connects with a network of more than 700 multidisciplinary consultants from over 80 countries, bringing together technical, strategic, managerial, and facilitation expertise rooted in hands-on experience across diverse contexts.

HMST’s Focus Areas
Health Systems Strengthening, Infectious and non-communicable diseases
HMST has a strong footprint in supporting infectious disease and health system strengthening programmes in low- and lower-middle-income countries. Our work has historically focused on malaria, HIV, and tuberculosis, and is increasingly extending to maternal, sexual, and reproductive health, mental health, immunisation, hepatitis, and integrated primary health care, with a view to Universal Health Coverage.
We understand the multi-dimensional challenges faced by individuals and communities across the full continuum of care — from prevention and early diagnosis to treatment access, quality of care, and long-term adherence. Our experts work to address medical, social, gender, and systemic barriers that limit access to services, particularly in low-resource and hard-to-reach settings.
HMST has solid experience supporting governments and partners to strengthen health systems as a whole, with the objective of improving efficiency, equity, resilience, and sustainability. We adopt a systems-thinking approach, ensuring that disease-specific interventions contribute to broader health system performance and long-term impact.
Our global network includes specialists in leadership and governance; health financing; procurement and supply chain management; laboratory and diagnostic systems; health information systems and digital health; human resources for health; and community systems strengthening. By combining technical expertise with contextual understanding, HMST supports countries to build stronger, more inclusive, and more resilient health systems capable of delivering quality services for all.
Human, Gender and Youth rights, Community Engagement and Civil Society Strengthening
HMST believes that sustainable and equitable health outcomes are only possible when communities are meaningfully engaged[LM1] . We place people, rights, and lived experience at the centre of our work, recognising communities not as beneficiaries, but as essential drivers of change.
We work closely with human rights defenders, women- and youth-led organisations, civil society actors, and community-led networks to strengthen their capacity to influence policies, shape programmes, and hold systems accountable. Our approach supports the creation of safe, inclusive, and enabling environments where community voices — particularly those of women, young people, and marginalised populations — can be heard and acted upon.
With a strong commitment to rights-based, gender-transformative, and intersectional approaches, HMST supports organisations and governments to address structural barriers such as gender inequality, discrimination, stigma, and exclusion. Our expertise spans community systems strengthening, social accountability, youth engagement, advocacy, safeguarding, and meaningful participation of key and vulnerable populations, ensuring that no one is left behind.
Climate Change, One Health and Pandemic Preparedness
HMST is addressing head-on the growing and interconnected challenges posed by climate change, environmental degradation, and emerging health threats. We recognise that climate change is already reshaping disease patterns, food security, livelihoods, and health system resilience — with disproportionate impacts on the most vulnerable communities.
To address these complex risks, we actively promote and operationalise the One Health approach, recognising the interdependence among human, animal, and environmental health. We support governments, institutions, and partners in breaking down silos across sectors, strengthening surveillance and early warning systems, and integrating climate and environmental considerations into health planning and policy.
Building on our experience in health systems strengthening, HMST supports countries to enhance preparedness, prevention, and response capacities for future pandemics. This includes strengthening governance and coordination mechanisms, community preparedness, risk communication, workforce readiness, and resilient supply chains. Our work aims to ensure that preparedness efforts are inclusive, evidence-based, and rooted in local realities, contributing to more resilient systems capable of withstanding future shocks.
Since its inception, HMST has steadily expanded its reach, delivering more than 250 projects and missions across 85 countries for 46 clients, in close partnership with 270 consultants.
